Why different tab style?

I recently started with XAML and I'm really impressed. Soon enough, I also stumbled across Avalon-dock and so far, it works like a charm.

But now I keep wondering, why the designers from Microsoft decided to introduce two different pannel-types: Tool and Document. I just don't see the benefit this two variations offer, only the disadvantages of additional code and less intuitive docking behavior. Esp. having Tabs on the Button seems quite counter-intuitive.

Compared to this, the Adobe Docking-method, that is used in their latest versions of AfterEffects, works much more intuitive. Maybe, this is only personal taste, but it would be nice to understand the reasoning behind this decision (if there was any).
